Senior Housing Manager Full-time, 36 hours, 4.5-day work week, Hybrid Entre Nous Femmes Housing Society properties (various), Metro Vancouver
Entre Nous Femmes Housing Society (ENFHS) is a charitable not-for-profit housing organization that began over 40 years ago by three single mothers looking to create more affordable housing for families like theirs. As one of Canada’s first women-led charitable housing organizations, we are committed to enhancing people’s lives, particularly the lives of women, single-parent families and other equity-deserving groups, by creating communities that provide affordable, safe, and secure housing.
We currently serve over 1200 low-income women, children, single-parent families, seniors, and people with disabilities across 469 affordable rental homes in thirteen properties in Burnaby, New Westminster, North Vancouver, Vancouver, and Surrey.
Over the next five years, we plan to double the number of people we serve and the units we manage to meet the region's critical demand for affordable housing. By 2027 we will be welcoming 500 households to four new buildings in Port Moody and Vancouver. As part of this growth, we are growing our team with dedicated individuals who share our commitment to enhancing people’s lives by creating affordable, safe, and secure housing communities in Metro Vancouver.

THE OPPORTUNITY Entre Nous Femmes Housing Society (ENFHS) seeks a collaborative and inclusive leader with great people and problem-solving skills to join our team as a Senior Housing Manager to provide leadership, guidance and advice to the Housing Services team, and operational support to the Director, Housing & Property Services. The Senior Housing Manager will support the Housing Services team to manage successful tenancies in ENFHS’s affordable and mixed-income rental housing portfolio and provide excellent service to residents and stakeholders. The Senior Housing Manager will directly supervise the Housing Administrator.
Reporting directly to the Director, Housing & Property Services, the Senior Housing Manager promotes consistency, best practices, and service excellence throughout the housing program. The role serves as a subject matter expert and resource to support team members, ensure quality assurance, regulatory compliance, procedural consistency, and continuous improvement. The Senior Housing Manager plays a key role in strengthening departmental capacity by assisting with training, reviewing complex files, developing templates and procedures, and providing advice on tenancy management, investigations, dispute resolution, and housing operations.
KEY POSITION RESPONSIBILITIES
HOUSING SERVICES Communicates directly with the Director, Housing & Property Services and supports the Housing & Property Services teams on residential tenancies, building operations, maintenance, and resident relations. Ensures the Society’s practices comply with applicable Residential Tenancy Act, Operating Agreements, partner agreements, municipal bylaws, and provincial legislation. Provides exceptional customer service and communications to residents and stakeholders. Maintains a portfolio and physical presence at building office sites schedules office hours at least once a week at each site, and attends resident meetings as required. Manages all activities related to resident selection, move-ins, move-outs and internal transfers, including showing suites and executing lease agreements and other administrative duties. Provides operational coverage and support for other Housing Manager portfolios as required, including assisting with tenancy administration and resident transitions during absences, vacancies, or periods of increased workload. Develop and issue building-wide and individual notices for maintenance work, entry, and other issues. Supports the Director of Housing & Property Services to respond promptly and respectfully to residents and community enquiries or complaints. Provides resources or assistance to residents to maintain successful tenancies, including connecting with community resources and organizations. Coordinate resident engagement activities with the Community Engagement team as required. Works with the Property Services team to coordinate building and grounds maintenance and repairs. RESIDENTIAL TENANCY ACT Understands and works within the governing framework of the Residential Tenancy Act, Societies Act, Small Claims and Supreme Court applications to effectively move cases and issues forward. Makes recommendations to the Director, Housing & Property Services and advises the Housing Services team regarding tenant conflicts, evictions, internal transfers, mediation and other related decisions. Manages and attends proceedings, disputes and executes RTB orders and supports other team members in their proceedings where required. Manages and responds to minor resident enquiries, concerns and complaints and supports other team members in their responses. Makes recommendations to the Director, Housing & Property Services on issues that require senior management’s attention. ADMINISTRATION Provides direction and oversight for leasing activities, tenant administration, office operations, and records management. Ensures tenant files, lease documentation, correspondence, and related records are maintained accurately, securely, and in compliance with organizational policies and regulatory requirements. Ensures proper data management and analytics, with monthly reporting to the Director, Housing & Property Services. Assists with overseeing the vacancy list, internal transfer list, and partner organization referral list under the direction of the Director, Housing & Property Services. Works with the Housing Services team to ensure all resident information is up-to-date and accurately entered in the Arcori system. Responsible for maintaining accurate letter templates in the Arcori system.
FINANCIAL Ensure accuracy for data entry in Arcori, the Society’s property management system, for rent rolls, arrears, other charges, income assistance cheques, invoices, and payables. Works with the Rent Review Coordinator and Finance & Administration Department to ensure all annual income review documents & correspondence are delivered Ensures accurate rental market data to inform low-end of market and market rents within ENFHS’s portfolio. Supports the Finance & Administration Department in the annual audit process. Assists with the preparation of grant and funding applications. Ensures that all reporting requirements are met.
LEADERSHIP Provide direct supervision and support to the Housing Administrator. Support the Director to conduct probationary and annual performance reviews of the Housing Administrator, and any other team member as identified by the Director, Housing & Property Services. Provide support, guidance and mentorship to the Housing Services team. Support a culture of trauma-informed customer service and creative problem-solving to ensure positive relationships with residents, contractors, and stakeholders. Develop and provide training in Arcori, ENFHS’ property management system and the Society’s housing services policies and procedures related to tenancy and resident relations. Make recommendations regarding technical training. Provide input on potential housing development and acquisition projects to the CEO and Director, Housing & Property Services. Manage referrals and maintain relationships with ENFHS partner referral organizations. Provides support and coverage for the team in times of absence. Coordinate with the Manager, Property Services and Director, Housing & Property Services during emergencies.
OTHER RESPONSIBILITIES INCLUDE Keeps current trends in residential tenancy legislation, resident relations and engagement, communications, building and site maintenance and other relevant fields. Provides advice and recommendations regarding lease-up, tenancy issues and disputes to the Director, Housing & Property Services. Resolves critical issues with employee relations, resident relations, contractor relations and stakeholder management. Participates in and demonstrates an ongoing commitment to strategic initiatives. Modernizes resident engagement and communications. Some evening and weekend work may be required. Any other duties as required. ESSENTIAL QUALITIES AND EXPERIENCE Entre Nous Femmes Housing Society welcomes all experienced leaders to apply; however, considering this position's seniority, breadth, complexity, and authority, we will prioritize candidates with the following attributes or an equivalent combination of education and experience.
EDUCATION Post-secondary education (i.e., degree, diploma, certificate) in non-profit housing property management, rental property management license, or related field. A bachelor’s or master’s degree would be an asset.
EXPERIENCE A minimum of six to eight (6-8) years of property management experience is required. Experience in the non-profit and co-op housing sector would be an asset. An equivalent level of skills and experience will be considered.
KNOWLEDGE, SKILLS & ATTRIBUTES Demonstrable competency in property management and resident relations. Excellent organizational and leadership abilities. Excellent interpersonal, employee and conflict-management skills. Aptitude in decision-making and problem-solving. Ability to work well under pressure and manage tight timelines. Ability to handle multiple demands and competing priorities. Experience with government-funded affordable housing programs and related reporting. Demonstrated project and change management skills. An understanding of diversity, equity, inclusion, decolonization, and indigenization best practices and principles. Demonstrated skills in MS Office Suite Products: Outlook, Word, Excel, Teams, OneDrive, Windows-based operating systems, internet, and mobile technology. Experience working in Arcori or other property management systems would be an asset. Demonstrated skills in managing and mentoring others would be an asset. Experience with subsidized and market rental housing would be an asset. Lived experience in social housing would be an asset. Must have access to reliable transportation and a valid driver’s license.
OTHER The position is a hybrid mix of remote and in-person work. The position will require weekly travel to areas where ENFHS buildings are located. The position has a three (3) month probationary period. A criminal record check for working with vulnerable children and adults is required for this position (paid for by ENFHS). The successful candidate must be fully vaccinated against COVID-19 or be willing to get vaccinated before their start date. COMPENSATION Entre Nous Femmes Housing Society’s Senior Housing Manager position is budgeted to pay competitively within the sector.
The hourly wage for this role is $40.00 to $45.00 per hour, commensurate with experience. The position is 36 hours a week, Monday to Friday, with a half day off every Monday or Friday.
